National policies support project in vocational and technical training
In order to support the develpment of a national policies project in vocational and technical training in French speaking countries, l'Agence intergouvernementale de la Francophonie (AIF) wanted to start a partnership between State members on a regional level.
To achieve this, the agency decided to use a support approach for each region in the group of French speaking countries by associating CONFEMEN and its technical and financial partners with each stage of the project. As partners, the ministère de l'Éducation et de l'Enseignement supérieur du Québec, more specifically the Secteur de la Formation professionnelle et technique et de la formation continue,was associated to this project at the request of the AIF. The process was broken down into three phases:
- a transnational informational seminar and plan for the reformation of vocational and technical training;
- the implementation of an inter-state plan networking of organizations and interested parties on a regional level;
- the creation of a database for francophone knowledge in vocational and technical training accessible by all the countries that are members;
The guides for The engineering of vocational training were created to aid in thematic workshops at seminars. They have evolved a lot since they have been adopted for use by the Participating countries to develop a frame of reference for the project, or what we call now the Global frame of reference of the vocational training system.
The engineering of vocational and technical training is part of Québec's contribution to this vast project initiated by the Agence de la Francophonie. Published in 2002, in four thematic sections offered as a set, The engineering of vocational and technical training was revised in December 2004, this time as an integral version. The new edition, published in French, English and Spanish will be made available to UNESCO-UNEVOC by the Government of Québec as the preface of the document is signed by Québec’s Minister of Education.

(Albania, Bulgaria, Moldova, Romania, Macedonia, Lituania, Poland, Slovnia and the Czech Republic).
South-East Asia, seminar held in Phnom Penh in Cambodia in November, 2001
(Cambodia, Laos and Vietnam).
