As part of the Québec-Morocco cooperative project in vocational and technical training and employment promotion, the Ministère de l'Éducation et de l'Enseignement supérieur (MEES) and the Moroccan Minister of Employment, Professional Training, Social Development and Solidarity carried out a pilot project, from 2001 to 2004, promoting the application of a competency-based approach in the development of vocational and technical training in to the Moroccan textile-clothing sector.
For this specific sector, this project led to the concrete application of the competency-based approach to needs analysis, sectoral studies, and the development and implementation of a study program and accompanying guides.
The MEES's involvement with this project consisted in providing support to Moroccan experts as they began working on each phase for the implementation of the competency-based approach, and by encouraging the creation of the work entitiled "Cadre méthodologique d'élaboration des programmes selon l'approche par compétences", produced by the Moroccan Département de la Formation professionnelle.
